William "Billy" Black, Jr. is the father of Rachel, Rebecca and Jacob Black, and the father-in-law of Paul Lahote, Solomon Finau and Renesmee Cullen. He is also the grandfather of Evan and Sarah Black and the grandfather-in-law of Korrina Snow and Damien Grant. It is also possible that he is the father of Embry Call. His wife, Sarah Black, died in a car accident when Rachel, Rebecca, and Jacob were young. He resides in La Push, Washington, but is confined to a wheelchair due to complications from diabetes. He is Charlie Swan's best friend.
Billy's grandfather was Ephraim Black, a former elder of the Quileute tribe. He inherited Ephraim's place on the tribal council and knows the tales of the origins of the Quileutes. Since no vampires were around when he was young, he never phased.
He is portrayed by Gil Birmingham.

Happily Ever After
Billy made a cameo appearance joining Jacob, Charlie and Sue and many others in celebrating the marriage of Lucas Stone and Krystal Diamond.
Have A Purpose
Billy made a brief appearance in the wedding of Tiffany Stewart and Jalen Long. Sometime later on, Billy hosted a bonfire with the tribe as he congratulates those who have found their love ones. After that, Collin intentionally had Rebecca overhear the argument between him and Jacob about Renesmee having “leech-wolves,” which led to her being told about the legends being true, thus overwhelming her and having Collin violating the tribe’s laws. The Quileute tribe held a council meeting for Collin’s actions and behavior towards the Cullens despite they are different and made peace with them and Billy immediately declared that Collin should be sent to exile from the tribe before the other council members could make a decision but agreed to it. This is mostly due to Collin hurting Billy’s daughter.
A Christmas Surprise
Billy appears where he joins the Cullens as he tells their guests the tribe’s legends and laws and their relations with the Cullens thus bringing them into the supernatural.
